Raymond Amumpaire

Team Lead, Centre for Artificial Intelligence Ethics and Governance in Africa

Raymond B. Amumpaire is a Ugandan lawyer with a passion for keeping the digital world fair and safe. He’s fascinated by technology and how it shapes our lives, and he believes strongly that laws should protect people in this new digital age. Raymond started his legal journey at Uganda Christian University where he, while pursuing his Bachelor of Laws, quickly realised that the internet needed strong rules to keep it secure. He further refined his expertise through a Postgraduate Diploma in Legal Practice from the Law Development Centre in Uganda, equipping him to adeptly navigate the complexities of digital rights advocacy.
Today, Raymond is at the heart of shaping Africa’s tech future. As the Team Lead at the Centre for Artificial Intelligence Ethics and Governance in Africa (CAIEGA), he has been at the forefront of ensuring AI is developed, deployed and used responsibly. He has contributed to the Artificial Intelligence and Information Integrity Working Group for the Global Coalition on Tech Justice (GCTJ), the Africa AI and Privacy Working Group (Lawyers Hub Kenya) and served as the youngest ever Advisory Council Member for the Africa Data Governance Hub, where he acted as a trusted advisor on data governance and helping to create rules that protect our personal information. Raymond has also been consulted by the Ugandan Permanent Mission to the UN on ICT for Development and, by Letitia James – the Attorney General of the great State of New York on algorithmic safety for kids. He is also currently involved in digital rights litigation, as a complainant in the case against Google that was decided by the Ugandan data regulator.

As a Master of Laws candidate at the prestigious Makerere University, Raymond is exploring the exciting world where law and tech meet. He’s determined to find ways to use AI for good while ensuring minimal harm. Essentially, Raymond is a real-world problem solver who’s using his legal brain to create a better digital future for Africa.
