At CIPESA, Patricia leads initiatives focused on Digital Empowerment, Internet & Data Governance, Digital Public Infrastructure, Tech Facilitated Gender Based Violence, as well as Universal Periodic Reviews (UPR).  

She has commendable experience working in the EAC, SADC regions, and the United States of America, in human rights-related work. She is an expert in Research & Policy Advocacy, International Human Rights Law, Data Governance, and Internet Governance, particularly within restrictive environments. She holds a Master of Laws from Middlesex University -UK, an MBA from East & Southern Africa Management Institute (ESAMI), a Bachelor’s Degree in Journalism, as well as other disciplines of education and pieces of training.
