Boniface Owino is an Economist with over 14 years of experience in economic policy research, analysis, advocacy, and programme management across government and non-governmental organisations. He holds a Master of Arts in Economics and a Bachelor of Arts in Economics and Sociology (Double Major) from the University of Nairobi. He also completed the Kenya Institute for Public Policy Research and Analysis (KIPPRA) Young Professionals Programme in Public Policy Research and Analysis.
Boniface currently serves as a Research and Analysis Lead at Development Transformation (DevTransform), where he leads research, policy analysis, and programme implementation across a range of development themes, including data ecosystems, digital transformation, climate resilience, and humanitarian action in Africa. His work focuses on generating evidence to inform policy and strengthen accountability in public decision-making.
He currently leads a project that promotes the use of citizen-generated data to enhance transparency, accountability, and community participation in the implementation of locally led climate action at the subnational level in Kenya. He is also leading the development of the HERDATA Frameworkâa co-designed feminist data tool that captures how climate-related disasters influence the migration patterns, decision-making, and crisis response experiences of displaced and refugee women and girls in Kenya.
Prior to joining Development Transformation, Boniface served as a Senior Analyst at Development Initiatives and as a Policy Analyst at Consumer Unity and Trust Society (CUTS) International, Nairobi. Throughout his career, he has led and contributed to research and policy initiatives on climate finance, social protection, trade, food security, digital transformation, humanitarian action, and sustainable development across Africa.
