Gilbert Sendugwa

Executive Director, Africa Freedom of Information Centre

Gilbert leads Africa Freedom of Information Centre (AFIC), a network of 56 CSOs working on access to information and digital rights, transparency and accountability, climate justice and gender equality across Africa. In this role, Gilbert has successfully led campaigns for the adoption and implementation of access to information laws in several countries in Africa. In addition, he has actively advocated for Open Contracting reforms, urging and supporting governments to publish procurement data in open formats to enable greater access and use other stakeholders. Between 2020 and 2023, Gilbert led research on the barriers to women’s participation in public procurement resulted in amendment of laws by Ethiopia, Rwanda and Uganda to enable women’s access to government procurement opportunities. He is currently supporting the ACHPR Special Rapporteur on Freedom of Expression and Access to Information Africa in the development of Guidelines on Access to Data for promoting human rights and sustainable development in Africa.
