She is the Program Manager – Urban Data Governance for Smart Cities Modelling at ToroDev – ODA.  Kellen oversees program implementation and fosters stakeholder engagement at sub-national, national and regional levels focused on promoting data-informed governance and sustainable urban planning for more livable, resilient and thriving cities in Uganda and the Eastern Africa region.
